Bolivia plans to buy six Chinese light military aircraft worth nearly $58 million to fight drug traffickers in the world’s No. 3 cocaine producer, leftist President Evo Morales said on Saturday.

“Last week we issued a supreme decree to … acquire six K-8 aircraft from China,” said Morales in a speech in La Paz to mark the 52nd anniversary of the Bolivian air force.

Morales said his government decided to acquire the K-8, a jet trainer that can be used as a light attack aircraft, after the U.S. government blocked the country from buying similar planes from the Czech Republic.

Brazil announced on Monday new oil exploration rules to increase state control over its recently discovered offshore oil reserves.

Under the plan, the state-owned oil and gas giant Petrobras will be the sole operator of the new oil reserves. It will also have a minimum 30-percent stake in all future projects in the pre-salt layer fields.

The proposal, announced yesterday, may allow the state to boost its stake in the company and ensure most income from oil exploration “stays in the hands of our people,” Lula said at a press conference in Brasilia. Petrobras, as the Rio de Janeiro- based company is known, led the Bovespa stock index to the biggest drop in the Americas yesterday after the announcement.

Venezuelan President Hugo Chavez said that his country will continue exporting oil to the United States because it is in the Andean nation’s interest.

Chavez said in a statement published in the Lima daily El Comercio that “many people don’t know” that Venezuelan state oil giant PDVSA, through its Citgo subsidiary, has seven large refineries and more than 10,000 service stations on U.S. soil.

“Venezuela can’t take a decision against ourselves. We send the oil to our refineries and to our distribution systems in the United States,” he said.

Bolivian President Evo Morales’ government will present a formal complaint to Peru over its plans to drill for oil in Lake Titicaca without consulting La Paz, state-run news agency ABI reported.

Hydrocarbons Minister Oscar Coca sent Bolivia’s Foreign Ministry a note requesting that a formal complaint be made since the body of water straddles the border between the two nations, ABI said.

“Since Lake Titicaca is a bi-national area, it’s obvious that there can’t be unilateral actions” and therefore the matter requires a diplomatic solution, Coca said.

The main impact for Latinamerica of the global financial crisis and economic slowdown has been the contraction of trade, so far in the range of 9 to 11%, revealed Alicia Bárcena, Executive Secretary of the UN Economic Commission for Latinamerica and the Caribbean, Cepal.

“The strongest impact we are seeing in the region is the fall in trade volumes. I believe that the “shock” of the contraction of global demand for our goods and services is our most relevant issue”, said Bárcena in an interview with the Cuban daily Granma.

She recalled that when the last big crisis Latinamerica’s foreign debt was equivalent to 24% of GDP, while in 2008 it had dropped to 8%.

Slavery in Bolivia… The BBC and UN finally catch on

The BBC grew some “huevos” today and ran a report on the ongoing use of near slave labor on Bolivian plantations. Pretty appalling to think this is going on in the Americas.

A friend of mine, whose father made his way to the United States selling cabbages on the streets of post-war Korea proposed a question to me the other day. “What is the big deal in particular about Bolivia? After all, you have seen Slumdog Millionaire, there’s really poor people everywhere and I’m sure India has a lot more and a much dire levels of poverty than Bolivia does.”

Perhaps his perspective has some truth to it. It does not however, change the fact there is a democratic country in the Americas which has pockets of slavery. I say pockets because I am sure this is a one of the extreme examples the media has chosen to focus on, hurting the Bolivian farmers out there who are good people, who do treat their workers fairly and are just trying to earn a living.

Here are a few excerpts from the BBC report

“A senior UN official recently described as “unacceptable” the alleged forced labour of indigenous people by landowners in Bolivia. The BBC’s Andres Schipani reports on the contentious issue of “slavery” from the eastern province of Santa Cruz.”

“All my life I’ve been here and at the end of it I have nothing and have nowhere else to go,” she says.

Her hamlet of 13 Guarani families – all workers on the plantations near the town of Camiri in Alto Parapeti region in the eastern province of Santa Cruz – built a school but ranchers destroyed it, she says.

“They didn’t want us to learn, they want things to be like they always have been,” Teresa’s granddaughter, Deisy, says.

The other side, a.k.a, the owners of the large plantations has this to say for themselves.

“The idea that there is slavery here is absurd … Offering loans and selling food is not a debt trap but a favour because there are few banks and shops in the region,” says Eliane Capobianco of the rancher’s association Fegasacruz, in the eastern city of Santa Cruz, the opposition heartland.
